The United Kingdom and France to Deploy Military Personnel to the Country if a Ceasefire Accord is Reached

Placeholder Diplomatic Meeting

The London and Paris have formalized a statement of purpose concerning the deployment of military forces in the nation in the event a ceasefire be struck with Moscow, the UK Prime Minister, Keir Starmer, has stated.

Following talks with allied nations in Paris, he indicated that the allies would "establish defense centers throughout Ukraine and erect fortified structures for weapons and equipment" to prevent any potential incursion.

The partner countries also suggested that the US would take the lead in verifying a truce.

Russia has on multiple occasions stated that any external forces in Ukraine would be considered a "legitimate target", but has as yet not issued a statement on this latest declaration.

The Situation and Continuing War

Russian President Vladimir Putin launched a major offensive of Ukraine in early 2022, and Russia at this time holds about 20% of the country's land.

"This constitutes a crucial element of our vow to stand with Ukraine for the foreseeable future," remarked the British leader.

Heads of state and top officials from the "Allied Coalition" were involved in the Paris negotiations.

Addressing reporters at a combined announcement, the Prime Minister noted: "It creates the pathway for the operational parameters under which British, French, and partner forces could operate on the ground in Ukraine, securing Ukraine's air and maritime domains, and restoring Ukraine's defense capabilities for the years ahead."

The UK prime minister added that London would take part in any US-led confirmation of a prospective truce.

Security Guarantees and Diplomatic Positions

Senior American diplomat Steve Witkoff stated that "durable security guarantees and robust economic promises are critical to a enduring ceasefire" in Ukraine – alluding to a central requirement made by Kyiv.

The negotiator noted the partner nations had "largely finished" their work on agreeing such pledges "to ensure the people of Ukraine know that when this conflict ends, it ends permanently."

Jared Kushner, ex-President Donald Trump's advisor, also participated in the talks.

Meanwhile, President Macron Emmanuel Macron declared that Ukraine's allies had made "major headway" at the negotiations.

He noted that "robust" defense assurances for the Ukrainian government had been agreed in the case of a possible ceasefire.

Ukrainian President Volodymyr Zelensky stated that a "significant step forward" had been made in the negotiations, but qualified that he would only view efforts to be "adequate" if they culminated in the end of the fighting.

Last week, he said a settlement was "largely prepared". Settling the outstanding 10% would "shape the fate of the agreement, the future of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and defense assurances have been at the heart of unresolved issues for the parties involved.
  • The Russian President has often said that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, refusing any middle ground over how to finish the war.
  • The Ukrainian President has so far rejected giving up any territory, but has suggested that Ukraine could withdraw its forces to an mutually accepted point – but only if Russia does the same.

Russian forces currently holds about 75% of the Donetsk region and some 99% of the bordering Luhansk region. The two regions form the heartland of Donbas.

The initial US-led multi-point framework that was extensively reported to the media last year was seen by Kyiv and its partners in Europe as being heavily skewed in Moscow's direction.

This led to a period of high-level diplomacy – with all sides trying to amend the document.

Recently, Ukraine submitted the US an revised 20-point plan – as well as distinct documents outlining potential security guarantees and provisions for Ukraine's recovery, he added.
