The pace bowler has claimed 309 wickets in 71 five-day games with an average of 22.10.
Australia's chief selector the selector has stated that skipper Cummins will play a "major part" in the upcoming historic rivalry.
Rumors had circulated that Cummins might sit out due to a ongoing back issue that had not yet healed.
Initial reports from the squad suggested no definitive call had been made regarding whether he would play, with the extended contest kicking off on November 21 in the WACA.
He revealed that the captain is progressing and remained hopeful about the likelihood of taking part.
"It's clear that time is getting short and multiple considerations around that, not only the physical problem, but other factors as well," he commented.
"The outlook is good. There's strong faith that he's going to play a major part. Hopefully it's the first Test. If not, then we'll pick it up."
Injury History
Cummins was ruled out the white-ball matches against New Zealand and India in the previous weeks after scans revealed a stress reaction in his back.
There is a track record of back injuries, with recurrences in 2012-13, 2013-14 and 2015-16 causing him to miss multiple domestic campaigns in a short span.
The bowler mentioned he would be proactive in his approach in his recovery plan to secure his spot for the Ashes.
The selector indicated that it was unclear if Cummins had begun bowling as part of his rehabilitation but admitted it was "pressing" for him to recover fully for the initial match.
Contingency Plans
In case of absence, veteran batsman Smith will assume leadership.
The talented all-rounder was withdrawn recently from the national team for their one-day international series against the Asian giants as a safety move because of discomfort in his torso.
He labeled it as a "slight concern and stated that Green will play in the domestic first-class competition, so will be "ideally positioned to be ready to bowl."
"Extensive planning has gone into building out the plan for him to participate for the first Test as an batting and bowling option," Bailey explained.
"Originally, he'd only feature in the initial matches in any case. How he handles the cricket bat in white-ball cricket, even if it just sets him back for 24 more hours, we opted to adopt a safer strategy."
